Capital Improvements to Snipsic VillageEllington, Connecticut
COG has continuously provided community development consulting services to the Town of Ellington, Connecticut since 1994. During this time, we have secured more than $5.3 million in Community Development Block Grant (CDBG) and other state funding for the Town to complete a variety of municipal projects and services.
One of these projects was the three-phase renovation of Snipsic Village, a forty-two-unit complex built in the early 1970s and the town’s sole public housing development serving elderly and disabled residents. For this project, we provided a comprehensive package of services that included grant application preparation, grant administration, project management, and construction inspection.
For Phase I, COG packaged CDBG and state Small Town Economic Assistance Program (STEAP) funds to support the design and construction of improvements to the community room. This included adding accessible bathrooms, a health screening room, a library, and additional laundry and common space facilities. Phase I also included sidewalk replacement, parking improvements, additional tenant storage, and improvements to tenant units.
Phase II replaced the main water line serving the complex for better water pressure and fire protection. Phase III included asbestos abatement, window replacement, and exterior re-siding of four of the development’s seven residential buildings. Phases II and III were funded by the Ellington Housing Authority’s capital reserve funds and CDBG Program Income generated from prior activities.
COG’s broad knowledge of community development funding sources, special population housing needs, design, and construction allowed us to shepherd the Snipsic Village project from an idea to a reality.
